Det celebre stjernepar Shin Sang-Ok og Choi Eun-Hee var forsidestof i efterkrigstidens Sydkorea. Forelskelsen, aegteskabet og skilsmissen mellem den store filminstruktør og den smukke skuespillerinde var en god historie, og hele befolkningen laeste med. Det gjorde Kim Jong-Il også i Nordkorea. Som landets propagandaminister var den kommende diktator besat af store melodramaer - og han var overbevist om, at den kommunistiske propagandakamp skulle vindes gennem det sydkoreanske stjernepar.
